HISTORICAL BACKGROUND of RECON
Recon was a vision of a very small group of civilian and COMMEL Military personnel, to bridge the gap between military and civilians.
Was established that the best approach is to first assist the military update their antiquated communication equipment and the proper maintenance. To achieve this, the unused MARS frequency was agreed upon the civilian volunteers and the Commel to be used as a medium on the air.
Good rapport should be developed, but this cannot be achieved without the support of the civilian of the civilian sector in the government. Civic-minded citizen from different parts of the the region began to trek to our central headquarters in Camp Domingo E. Leonor in Davao City signifying their willingness to participate and spearhead the RECON cause and implement the objectives in their respective placess, and AORs. Existing organization likewise signified their willingness to help. Among the first was the Medical Group of the Davao Medical Hospital. The opening was at General Santos City. Then a month or so later, Recon Central operated at a base Camp Capt. Domingo E. Leonor, in Davao City.
From that time on at most one chapter a month is made operational, and at the present, RECON has 25 Provincial; Municipal; Sector Chapter and Regional Chapters before the end of the month, Bunawan, Davao City "Bermuda Base" will be operational.
Numerous civic activities, relief missions, traffic assistance, peacr and order situation reports and assistance have been conducted by RECON. Several thousands of man hours of medical and auxillary assistance have been alsobeen rendered. Among them was the Camp Domingo Leonor Hostage Taking saga. About 30 member volunteers were given citation by the Regional Commander. Likewise, Diwalwal, Malita, little Baguio, Bunawan-Davao City were among the places in which Recon conducted civic actions. The General Santos City chapter likewise has undertaken community related activities.
